Job Title: Director of Data Analytics & Business Intelligence

Salary: $95,000 – $115,000 Annually
Position Summary:
The Director of Data Analytics and Business Intelligence is responsible for shaping and driving a robust data strategy to enhance decision-making and operational efficiency across the organization. This position is tasked with the development, oversight, and execution of innovative data infrastructure projects and comprehensive data strategies that align with and support the Illinois State Treasurer’s Office (ISTO) mission and strategic objectives. The incumbent will leverage data to provide actionable insights, optimize business processes, and drive strategic initiatives.
Duties and Responsibilities:
- Develop and execute comprehensive data strategy initiatives that are specifically tailored to the unique needs and objectives of the ISTO.
- Lead the development and implementation of robust data governance frameworks. Ensure compliance with regulatory requirements and uphold the highest standards of data security and privacy.
- Work closely with internal stakeholders across departments to identify and seize opportunities for data utilization that can drive improvements in fiscal management and support strategic economic and community development initiatives.
- Oversee the collection, analysis, and interpretation of financial and program-based data, transforming complex data sets into actionable insights that guide strategic decision-making and policy formulation.
- Assist in the strategic planning of complex analysis of large-scale financial and operational program data, developing high level analytical reports for the agency.
- Spearhead initiatives to enhance data quality, accuracy, and timeliness through data validation, cleansing, and enrichment processes, ensuring data integrity across all levels of the organization.
- Establish and maintain productive relationships with external agencies, vendors, and stakeholders to facilitate data exchange, share best practices, and foster collaborative efforts that are mutually beneficial and data-driven.
- Collaborate with IT teams and ISTO division leaders to develop and implement innovative data analytics solutions, including but not limited to data visualization tools, dashboards, and predictive modeling techniques.
- Continuously monitor emerging trends and technological advancements in data management, analytics, and financial technology to drive continuous improvement and implement innovative technologies and practices that can propel the ISTO forward, enhancing our financial operations and service delivery.
- Leverage financial programs and financial education to actively engage with local communities to produce policy decisions supported by data-driven insights and community validation.
- Perform other duties as assigned or required which are reasonably related to the duties enumerated above.
- Proven leadership and technical project management skills, including a demonstrated ability to lead cross-functional teams, manage multiple high-priority projects simultaneously, and deliver measurable outcomes within tight deadlines in a dynamic environment.
- In-depth knowledge of data analysis, statistical modeling, and program evaluation techniques.
- Advanced understanding of data analysis and programming tools. Ability to leverage these tools to extract, analyze, and interpret large data sets.
- Proficient in utilizing data visualization tools such as Tableau, Looker, or Power BI to effectively present and communicate insights to a variety of stakeholders. Must be capable of translating complex analytical findings into clear, actionable strategies.
- Strong understanding of local, state, and federal regulations pertaining to financial and programmatic data management and reporting. Ability to ensure compliance and integrate regulatory considerations into data strategies and practices.
- Exceptional analytical skills with a proven track record of problem-solving and critical thinking. Ability to identify trends, patterns and insights from complex data sets that drive strategic decision-making.
- Excellent communication and interpersonal skills, with a demonstrated ability to work collaboratively with diverse teams and stakeholders. Effective at building consensus and fostering an environment of teamwork to support data-driven initiatives.
